Ros is an experienced public and regulatory law practitioner at Browne Jacobson LLP. Ros trained in local government, working in house dealing with a wide range of contentious and non-contentious public law matters. She has substantial experience in the regulatory/disciplinary sphere as well as being involved in a number of judicial review challenges, on behalf of both claimant and defendant, and has a good track record of resisting challenges at the pre-action protocol and permission stages.
Ros advises CCGs on judicial review and public law/vires matters, is experienced in governance and standards matters and has recently been appointed to conduct investigations on behalf of the Professional Standards Authority, in relation to fitness to practice matters and on behalf a local authority’s Monitoring Officer, in relation to alleged breaches of standards.
Ros has substantial experience of information law, advising on responses to requests made under FOIA / DPA and EIR, as well as data sharing between public sector bodies. She supports clients in relation to investigations by the Information Commissioner and appeals to the First Tier and Upper Tribunals. Ros regularly advises NHS Trusts on matters relating to judicial review and disclosure both pre and post issue of civil litigation.
Ros acts as Legal Adviser to the Professional Conduct Committee of the CIOB and the Research, Compliance and Licence Committees of the Human Fertilisation and Embryology Authority (HFEA), providing advice on a range of regulatory matters. She has also prosecuted and defended regulatory cases at the Magistrates’ Court in areas such as planning enforcement, health and safety, food safety and benefit fraud.
